CASS BREWER, FOUNDER LEGACY DCS AND BUILDER, GENERATION 3
Cass Brewer, a born entrepreneur, put several business plans into action while getting his education. He was hired at 13 as a carpenter’s assistant; then, he and a buddy developed a lawn care business during high school. While in college, he initiated a remodeling business, which segued into building apartments before he ever graduated from Texas State University, San Marcos, with a Bachelor of Science degree in Urban and Regional Planning in 1996.
Following graduation, Brewer was hired by C.F. Jordan, Inc., a leading developer of multifamily housing, as a field superintendent where he rapidly advanced to project manager. He followed his Jordan experience with four years as project manager at Southwest Housing. He was a strategic team leader of major multifamily developments in the Austin, San Antonio, Houston and Dallas markets.
By 2004, Brewer joined Centex Destination Properties as Vice President of the Texas Division. There he was instrumental in creating a vision and master plan for a resort that resulted in a number of widely recognized, commercially successful, and critically acclaimed properties. One such project was recognized as the Master Planned Project of the Year, 2007. During this period, Brewer became increasingly committed to the concept of high-quality green building. His LEED certification is in progress, and he is a certified Energy Star Builder.
While making his home in the Jonestown, Texas community developing the above resort, Brewer also made time to serve on the Jonestown City Council as Alderman and Mayor Pro-Tem. |

Carrie Brewer
Carrie Brewer, a small-business executive and design coordinator, is a principal in Legacy Development and Construction Services and works with Brewer Builders. These two design-build development and construction firms are rapidly gaining a reputation as a “go to” source for complete development services in Central Texas. Carrie began her professional career as a research and administrative assistant with Austin Ventures, a leading venture investment firm instrumental in launching a variety of entrepreneurial ventures. Her experience in researching and analyzing the potential of several business types gives her a broad understanding of the requirements for success. After completing her university studies in education and teaching for several years, Carrie returns to the business world as owner of Legacy DCS. Her creative design and construction management skills are enabling Legacy DCS to succeed in residential and commercial projects. Her strong commitment to design excellence and quality construction characterize all the firms’ work. Clients can depend on lasting products, innovative design, and personal service. Carrie facilitates client design selections for remodels and new construction, using Green Building and other sustainable practices and materials.
Burgess N. Trank
Burgess N. Trank, a resident of Austin, Texas, is a veteran of over 30 years experience in real estate development and related businesses. Mr. Trank was a member of the management team of Centex Homes from 1986 until 2007, serving in several capacities, including Regional General Counsel, Vice President of Land Acquisition, and most recently Director of Development and Operations for The Hollows, a resort residential development on Lake Travis near Austin, Texas. Mr. Trank’s experience includes negotiation of contracts for the purchase and sale of real estate; management and coordination of engineers, land planners and other consultants; coordination and management of land use entitlements, including zoning and comprehensive development agreements; supervision of development, construction, sales and warranty operations and personnel; documentation, establishment and supervision of homeowner and condominium associations; and other areas of land use and development activities. Mr. Trank is a graduate of Rice University (BA Economics – 1971) and the University of Houston (JD – 1974).
David Lange
Since receiving his Bachelor of Science in Construction Science from the University of Oklahoma in 1983, David Lange has led in virtually all areas of residential and light commercial construction management and has been associated with a number of the nation’s leading builders and developers. The focus of his career has been in design and construction of upscale residences and destination properties, including single-family and condominium developments and the amenity facilities such as restaurants, fitness clubs, and swimming facilities associated with resorts. Most recently, Mr. Lange was Vice President for Construction with Grand Homes, the largest privately owned homebuilder in Dallas. There, he initiated and led programs that significantly increased overall quality of construction while committing the firm to a course of innovation in building upscale residences to stringent standards of environmental friendliness and energy efficiency. Mr. Lange is skilled in all areas of operations management in the industry, and has been a recognized leader for much of his career.
Brandon Benton
Brandon Benton is a proven construction project manager with experience in a multitude of project types including: high density mixed use multi-family condo developments, commercial developments, and large scale master planned resort communities. Throughout his career, he has worked with several general contractors managing projects ranging from 12 to 42 million dollars. He also has experience working on large scale master planned resort style communities, collaborating with a fortune 500 company with development values in excess of 500 million. Using his thorough understanding of construction documents, construction methodologies, product design and contract negotiations, Brandon excels in both the preconstruction / development analysis as well as contracting and coordinating project team members and contractors. Mr. Benton holds a Bachelor of Business Administration degree in Accounting with a minor in Economics from Southwestern University, Georgetown Texas.
Timothy R. Welsh
Timothy Welsh is a proven Real Estate Operations & Development Executive with recent experience in operating large resort developments that include the overseeing of sales, marketing, entitlements, civil development, and vertical construction activities. His twenty-two years of field experience as a senior executive on large commercial projects and multi-unit developments encompasses some of the premier general contractors in the country. With experience in financial underwriting and real estate development of multi-family units with leading apartment REIT, Timothy’s principal strengths are the ability to coordinate multi-disciplined professionals through construction administration and contracting, cost control and scheduling (CPM), investment underwriting and memorandums, asset management, and development entitlements. Mr. Welsh has a Bachelor of General Sciences from University of Iowa and twenty-five semester hours in Business Administration from University of Houston. He is a State of Texas Architectural Barriers Standard Specialist.
